Bypass flow is occurring as oil cascades through system due to back pressure from tractor. Back pressure holds valves open momentarily when SCV is closed causing cylinders to move until pressure is equalized and valves can close.

Verify that proper relief valves have been installed: 550 psi-5-Section and 700 psi-3-Section. System pressure of tractor must not exceed 2900 psi.
