Ground following implements (cultivator or mower), use ground gauging skids or wheels to rise/lower slightly or twist as implement follows ground contour.

Rigid Position (B):
Ground engaging implements (plows, rippers, disc) require fixed ground depth and alignment with tractor, no relative twisting.
